Or Yarok supports research in this field, through the Ran Naor Foundation, as well as through relevant projects in academic institutions.

In 2002 Eti and Avi Naor established  the Oran Foundation to provide effective and far-reaching solutions for supporting children and youth at risk. The foundation takes a two broad approach: supporting strong core communities focusing on social and educational affairs in peripheral areas (shahaf communities); and creating intensive long term intervention programs in boarding schools for children and youth that have been removed from unfit homes.

The family is deeply involved in Ramat Hadassah and in Kiryat Yearim youth villages and  activities in other similar projects. The Oran foundation supports and will support existing communities. In the future it will become part of the Shahaf Foundation, a Social Investment Fund established as a partnership by a group of private foundations and philanthropies in Israel and abroad (around 100). The foundation will support existing communities (which currently number around 100) as well as establish 100 new communities over the course of seven years. The goal is to reach a total of 200 communities with 10,000 members and 9,000 volunteers, geographically distributed in 70 towns. These communities, in essence a network, will serve as a movement for advancing Israeli society.

Since 2004 Avi Naor has served as co-chairman of the sub-committee for young communities in the Jewish Agency and as member of the board of the Agency. In 2005 Avi joined the board of Rashi Foundation who is committed to the education and social welfare aspects for the young and the under– served in Israel’s periphery. In 2008 Avi became a member of the board of the Israel Democracy Institute an independent, non-partisan "Think-and-Do Tank" that devises ways to strengthen the moral and structural foundations of Israeli democracy.. In the same year Avi Naor joined the team that founded “Hakol Hinuch” (“It's all Education”), an association committed to the advancement of better education in Israel,  and is a member of its board.

Avi Naor has brought to the organizations he is involved with advanced management methodologies, adopted from the business world, focusing on continuous measurement and evaluation of the activities, their effectiveness and their outcomes. These evaluation schemes serve today not only to guide the activities that he is involved with, but also to encourage official organizations at the National level to adopt a similar approach.
